Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said thousands of troops may be deployed.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "largely finished" their work on finalizing security arrangements.

Last week, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
